Hays City Commission votes “yes” for Hays Mall Renovation

At the Sept. 25 meeting, the Hays City Commission voted on a date for a public hearing concerning the Hays Mall Community Improvement District and the possible revision of codes concerning taxi services in Hays, among other issues.

The Hays City Commission voted 3-2 in favor of Resolution No. 2014-022, which called for a public hearing regarding the Hays Mall Community Improvement District.

The CID is being proposed by the Mall’s managing company, which is calling for a one percent increase in sales tax to help fund $3.1 million in renovations. Adding the potential one percent special sales tax would bring the total sales tax at stores in the mall up to 9.4 percent.

Commissioners Kent Steward and Shaun Musil opposed the motion. Regarding the CID, Musil said, “I’m not against the CID, but to me, these guys are taking advantage of the citizens of Hays.”

The public hearing regarding the CID will be held on Oct. 23, 2014.

Later in the meeting, the commissioners heard and voted on a proposal to deregulate the taxi services of Hays due to unnecessary costs and unnecessary potential costs that could arise.

After the motion for a vote was seconded, the commissioners approved the deregulation unanimously with a 4-0 vote.

Other issues that were brought before the commissioners included an easement request by Midwest Energy, a call for the approval of the 2014 Uniform Public Offense Code, and a call for approval of the 2014 Standard Traffic Ordinance, all of which were approved.
